20th APNIC Open Policy Meeting report

APNIC 20, held in Hanoi, Vietnam from 6 September to 9 September 2005, was a successful meeting, attracting delegates from around the Asia Pacific region and beyond.

The APNIC Member Meeting (AMM) on 9 September 2005 was also well attended, with 161 delegates (including APNIC staff) representing 23 economies and 33 APNIC member organisations. Delegates from the other RIRs (ARIN, LACNIC, RIPE NCC, AfriNIC) were also present.

NRO Number Council election

An election was held on Friday 9 September, in conjunction with the AMM, to fill the Asia Pacific seat on the NRO Number Council that becomes vacant on 31 December 2005. The successful candidate was Kenny Huang, who was elected to the NRO Number Council for a two year term.

Policy decisions

The following policy proposals were discussed at the APNIC 20 SIG meetings and the APNIC Member Meeting (AMM).

NIR SIG

prop-028-v001: Abolishing IPv6 per address fee for NIRs

Paul Wilson from APNIC and Billy Cheon from KRNIC of NIDA both made detailed presentations about the per address fees and the NIR fee structure. The proposal to abolish per address fees for NIRs reached consensus at both the NIR SIG meeting and AMM and has now been referred to the sig-nir mailing list for the next stage in the policy development process.

Policy SIG

prop-005-v005: Internet Assigned Numbers Authority (IANA) policy for allocation of IPv6 blocks to Regional Internet Registries

This was an updated version of prop-005-v004, which was approved and endorsed by the APNIC EC in November 2004. As a global policy, the final version must be approved by all five RIRs. The proposal was passed by consensus at both the Policy SIG meeting and AMM and has now been referred to the sig-policy mailing list for the next stage in the policy development process.

prop-031-v001: Proposal to amend APNIC IPv6 assignment and utilisation requirement policy

During the discussions, the proposer agreed to a request to separate into two proposals:

Proposal part 1: Evaluation for subsequent allocations to be based on an HD-Ratio value of 0.94

The proposal reached consensus at the Policy SIG meeting and AMM and has now been referred to the sig-policy mailing list for the next stage in the policy development process.

Proposal part 2: Add a /56 end-site allocation point (in addition to /64 and /48) and default end-site allocation for SOHO end site to be a /56

This proposal did not reach consensus at the Policy SIG meeting.

prop-029-v002: Proposal for discrete networks and national peering

A proposal to permit large ISPs to manage multiple country accounts under a single APNIC membership using the concept of discrete networks. The proposal also recommended that APNIC allocate routable aggregate blocks of IPv6 to enable global/continental-regional/national peering for large ISPs with global facilities. The proposal did not reached consensus at the Policy SIG meeting.

DNS SIG

prop-030-v001: Deprecation of ip6.int reverse DNS service in APNIC

This proposal reached consensus in the SIG meeting and AMM, and produced several action items for the DNS SIG:

dns-20-001: Pending approval at each remaining stage of the policy proposal process, Secretariat to implement proposal [prop-030-v001].
dns-20-002: Secretariat to gather statistics revealing the breakdown of ip6.int lookups and report back to the DNS SIG at APNIC 21.
dns-20-003: Secretariat to gather statistics about the extent of undelegated domains and report back to the DNS SIG at APNIC 21.
