Infrastructure, innovation, and the Digital Divide: lessons from Internet history

Service providers and Internet registries alike devote much time and effort to making sure that Internet number delegations are carefully matched to real Internet production needs - that is, to improving Internet user access and/or supporting more online content and services. Because of these efforts, it is possible to interpret the Internet routing table as a snapshot of current actual Internet production, and to assemble routing tables captured at different times to analyse growth trends for the Internet's logical layer.
One way of evaluating such trends is to compare the growth and diversification of the Internet's logical layer to growth in national telecommunications infrastructures. Such analysis may help to shed light on less apparent commercial and regulatory factors that affect national network economy growth, and so contribute to the narrowing (or widening) of the Digital Divide.
