I have actively participated in the APRICOT 2026 Conference in Jakarta, Indonesia where I learned about the vital policy discussions and capacity building that keep the internet functioning and evolving.
Nominee statement
I am honoured to stand as a candidate for Co-Chair of the APNIC Cooperation SIG. Over the past two decades, my career has been shaped by one consistent piece of work which is connecting people, sectors, and systems that don't always speak the same language and bringing technical teams and policymakers, national government and local communities, industry and academia to the same table.
As Regional Director at the Philippines' Department of Information and Communications Technology, I lead the practical work of turning national digital policy into infrastructure and services that reach communities directly, including coordinating cybersecurity education and connectivity programs, and managing critical systems like our national vaccination registry across 1,200 local government units. This work has taught me that meaningful cooperation isn't simple, it's built through trust, clear communication, and the discipline to follow through across very different stakeholders and capacity levels. If elected, I will bring this balanced, multi-stakeholder perspective to the Cooperation SIG.

I am pleased to nominate Evamay C. Dela Rosa for the position of Co-Chair of the APNIC Cooperation SIG. The Cooperation SIG exists to strengthen collaboration among governments, industry, technical communities, and civil society on Internet development issues across the Asia Pacific and Evamay's career has been built precisely at that intersection.
Her active government service along with academic teaching (University of Mindanao, USTP) and public-sector capacity building (Development Academy of the Philippines) gives her credibility and communication range across the regulators, network operators, and emerging ICT professionals the Cooperation SIG must engage. Her involvement with regional ICT councils and economic development groups reflects sustained, practical experience in multi-country cooperation frameworks, not just familiarity with the concept. She also has a strong technical background giving her both the governance and technical literacy to engage credibly with APNIC's technical community while translating outcomes for policy and industry audiences.
Evamay is well-positioned to help the Cooperation SIG strengthen collaboration across the Asia Pacific's Internet governance ecosystem. I nominate her with full confidence in her ability to serve effectively as Co-Chair.
