I actively participate in the APNIC meetings since the APNIC 18th in 2004 till now. I work as the Director of IP Department in TWNIC to cooperate with APNIC for TWNIC IP Open Policy Meeting and APNIC training workshops in Taiwan. I served as the chair of the NIR Hostmaster workshop, and the Co-Chair of the DB SIG, NIR SIG, and Policy SIG in APNIC meetings. I also attend the APNIC Policy Development Process (PDP) and be the author of the implemented policy proposal.
Nominee statement
I am so honoured to attend this election for the Policy SIG Co-Chair. I have been taking in charge of the IP Policy research and Number Resources Services at TWNIC. I also have taken in charge of the project of IPv6 and RPKI deployment and promotion in Taiwan. All the experiences mentioned above polished my abilities and capabilities not only in professional fields but also to cultivate the leadership. I am willing to accept the responsibility of Policy SIG Co-Chair and put my best effort to commit myself to serve the community. I hope to have your support to serve as the Policy SIG Co-Chair.

Ching-Heng Ku is the Director of the IP Department at TWNIC and has more than two decades of experience in Internet number resource management, IP policy, IPv6, RPKI, and Internet governance.
He has been actively involved in the APNIC community since 2004 and has taken on several leadership roles over the years. He volunteered to serve at DB SIG, NIR SIG and later served as Policy SIG Co-Chair, the Secretariat of Asia Pacific IPv6 Task Force, and ever holding the Asia Pacific IPv6 summit and Global IPv6 Summit in Taiwan. He also supports organise IPv6 Readiness Measurement BoF and IPv6 Deployment session in APNIC Conferences for many years.
Ching-Heng was a co-author of prop-127, “Change maximum delegation size of 103/8 IPv4 address pool to a /23.” The proposal reached consensus and was later implemented as APNIC policy.
He has also played an important role in routing security and RPKI deployment in Taiwan. An APNIC Blog article highlighted that 98% of Taiwan’s IP address holders had signed RPKI ROAs, reflecting the significant RPKI deployment work led and supported by TWNIC under his area of responsibility.
Ching-Heng was elected to the IANA Numbering Services Review Committee and later served as its Chair, contributing to the accountability and performance review of the global IANA Numbering Services.
At APrIGF 2024, he led the session “Internet infrastructure resilience during disaster event – Case Study for the 0403 Taiwan Earthquake, and others,” contributing his operational experience to the wider Asia-Pacific Internet governance and resilience community.
Ching-Heng has strong technical and policy experience, along with many years of community leadership. He is also a very humble and easy to approach person. I believe his experience, balanced views and friendly nature will continue to make a valuable contribution to the Policy SIG as Co-Chair.
