Nominee statement
Dear Members and Partners of the APNIC Community,
I am Nicole, T. I Chan. It is a true privilege to accept the nomination for the upcoming NRO NC election, and I want to begin by expressing my sincere gratitude to this community for your guidance and trust over the years.
As a practicing lawyer, strategic consultant, and former regulator specializing in intellectual property, technology law, telecommunications and media Regulatory, Internet Law, and digital policy, I have dedicated my career to these field and advancing global internet governance, telecommunications and IoT, and cybersecurity frameworks.
During my current tenure as an NRO NC member, my work has centered around the ongoing review, drafting, and development of ICP-2 (Internet Coordination Policy 2) and contribute as Number Council and Address Council as well. Because this policy holds such long-term weight for the global IP address and number resource registry ecosystem, I have approached every discussion and consensus-building session with the utmost care. Being involved in this process from day one has allowed me to closely understand the technical details, complex procedures, and, most importantly, the diverse viewpoints that make our Asia-Pacific community so unique.
As the draft of ICP-2 moves toward its final stages, maintaining policy continuity is very important for our region. I hope to leverage the experience I have gained over the past few years to ensure our community's voice remains consistently and smoothly represented without interruption.
My dedication to technology development, legal mechanism, and internet governance and tech policy is driven by an active, ongoing engagement with today’s digital ecosystem. In my current capacities, I work closely with stakeholders on the very issues that shape our digital future:
- Current Frameworks & Initiatives: I serve as the Chairperson of the Artificial Intelligence Foundation (AIF), the Chairperson of the International Affairs Committee at the Taiwan Network Information Center (TWNIC), and the Chairperson of the Digital Trust Association in Taiwan (DTA). These roles keep me at the forefront of global internet governance, AI ethics, and cybersecurity cooperation.
- Public Policy Background: During my time as Chairperson of the National Communications Commission (NCC) in Taiwan, I focused on strategic planning for the 5G and IoT eras, always aiming to balance forward-looking growth with strong regulatory frameworks.
- Legal & Tech Research: My work as Director and Chief Secretary at the Institute for Information Industry’s Institute of Science and Technology Law and more than 30-year working experience as practicing lawyer grounded my approach in rigorous legal analysis and think-tank collaboration.
- Infrastructure Support: Serving as a Board Director of the Industrial Technology Research Institute (ITRI) and Supervisor of the Taiwan Big Tech Manufacturing Corporation gave me practical insights into tech R&D and financial infrastructure management.
- Industry Engagement: Roles like Chief Legal Officer at Foxlink and managing startup incubators have kept me closely connected to the practical needs of enterprises and growing ecosystems.
- Internet Governance Engagement: During my tenure as a Regulatory, I worked closely with TWNIC and APNIC, deeply involving myself in advancing domain name management, IPv6, and cybersecurity. From 2021 to 2025, I served as a Board Member of DotAsia for four years, helping establish its governance documents and mechanisms. During the same period (2021–2025), I served as NRO NC member appointed or elected from APNIC region, holding the position of Co-Vice Chair from 2022 to 2023. Additionally, I am a Board Member of TWIGF and have maintained long-term, continuous participation in the Internet community.
If re-elected, I promise to listen closely, act with transparency, and uphold the values of multi-stakeholder governance. My goal is simply to be a reliable, grounded voice for the Asia-Pacific region, ensuring our community's interests are carefully integrated into the global governance framework.

Nicole T. I Chan is the current NRO NC member elected from the Asia-Pacific region and also serves as a current ICANN ASO AC member. Over the past few years, she has highly successfully executed the functions of this position, specifically dedicating her efforts to the discussion and formulation of the ICP-2/RIR Governance Document. In addition to her involvement in ICANN and the APNIC, she also actively participates in various Internet governance fora, such as the Asia Pacific regional Internet Governance Forum, ICANN APAC-TWNIC Engagement Forum, and TWIGF.
Nicole also currently leads the International Affairs Committee of the TWNIC and serves as Board Director of TWIGF. She also previously served as a Board Member of DotAsia for four years, assisting in the establishment of various specialized governance frameworks and documentation systems for DotAsia and promoting the multistakeholder model for Internet Governance.
As the former Minister of National Communications Commission, Taiwan, Nicole possesses extensive knowledge about the Domain Name System and the Internet Protocol. She is keen to drive Internet governance initiatives, drawing from her past experiences where sheled projects on 5G, the Internet of Things, cybersecurity regulations, and national security strategy.
In addition to her long-term contributions to the field of Internet governance, she is a lawyer and an industry consultant, currently serves as the Chairperson of the Artificial Intelligence Foundation (AIF) and the Chairperson of the Digital Trust Association in Taiwan, dedicating her efforts to the development of innovative technologies and the advancement of Internet governance.
