Motivation

Mr. NGO has been around on Internet communities for over Ten years now and I have personally seen his candidature during my time with him as the Executive Council member of APNIC. I am confident that Mr. Vinh has lot to contribute to the community and can benefit from his experience and expertise.

I am confident that he is the suitable candidate for NRO - NC representation.

Motivation

Mr. Vinh Ngo was born in 1969. He has worked for more than 17 years in the field of IT network and security communications, gaining a wide and diversified range of both technical and management experience.

Mr. Ngo graduated from Curtin University in Australia in 1992 with a Bachelor of Computer Science degree with a major in Network and Operating Systems. Prior to his graduation, Mr. Ngo joined the university's department of geophysics as a researcher in applied computing for oil and gas exploration.

His career at Curtin spanned for four years, enabling him to complete his research and to present his paper in applied computing to seismic modelling at the International Association of Science and Technology for Development (IASTED), see http://www.iasted.org/, in July 1995 at Colombo, Sri Lanka. This experience enabled him to play a key roll in the development of IT in the field of Geophysics at both the theoretical and technical levels.

Mr. Ngo then became the national IT manager for Commerce Australia Pty Ltd (http://www.ca.com.au/), an Internet service provider, in 1995. He managed the business of this ISP, which had offices in every major city in Australia. This role provided him with a wealth of experience in company management and technical development within the Internet community.

After four years with Commerce Australia, Mr. Ngo moved to Sydney in 1999 to accept a new role as the general manager of TCR Pty Ltd, a multinational company with offices in Australia, New Zealand, Hong Kong, and Singapore. For the next few years he helped to shape Australia's Internet business, working with MCI-WorldCom, SingTel, and Telstra as a wholesaler.

In 2001 Mr. Ngo work as National Manager for Network Security for Computer Sciences Corporation (CSC) Australia (http://www.csc.com/ ), providing him with experience in dealing with financial, banking, and state and federal sector clients, including such multi national companies as BHP Billiton, AMP, Allianz, Xstrata, and Maybank. He is responsible for the design and implementation of IT security for clients in Australia and the Asia-Pacific region (Japan, Singapore, Malaysia, and so forth), providing implementation from the regional to the global level, working in the GIS Global Infrastructure Services team. He manages the strategic operations of Network Security, which include managing business relationships with vendors and customers. One of his key strengths in this role is to provide clients with a point of escalation to CSC operations. Mr. Ngo also provides strategic input into operation technology initiatives, security compliance (i.e.: SOX), and resource allocation management.

In 2003, Mr. Ngo was elected to the Executive Council of APNIC at the Asia-Pacific Regional Internet Conference on Operational Technologies (APRICOT) conference in Malaysia, thanks to his proven track record of expertise at senior policy levels gained both nationally and internationally. He was involved in the UN's World Summit on the Information Society (WSIS) workshop in Geneva during June 2005, Prepcome-3 Geneva in June and Sept 2005, and finally in the UN-WSIS at Tunis in November 2005.
