Reason for nomination
Prof. Ming-Cheng Liang serves as an Executive Director of TWNIC. He is responsible for IP resource management, ccTLD (.tw) operation and service enhancement, and Internet technology development; as well as continuing interaction and collaboration between TWNIC and the global Internet community.
He has been a committee member of the International Union of Radio Science (URSI) since 1997. With strong expertise and rich experience in the telecom and networking business, his contributions and leadership have been demonstrated in the results of Taiwan academic networking. He has also been an active senior member of the IEEE since 2002.
In 2005, as the co-Chair of the IPv6 Deployment and Development Program of NICI (National Information and Communication Initiative) of the Executive Yuan, he had experience dealing with IPv6 policy and address allocation / assignment management.
Since 2005, he has devoted himself to Internet-related activities, such as IPv6, VoIP, IDN and Internet Governance in the Asia Pacific region. Currently, he is an IDN working group chair of ICANN ccNSO, and is deeply involved in APNIC's activities and issues.
I strongly recommend Prof. Ming-Cheng Liang. He will contribute his time, knowledge, resources, and full involvement to the APNIC Internet community, and encourage the Internet to be multilateral, transparent and democratic.
