Joy Chan is the Deputy CEO at Taiwan Network and Information Center (TWNIC), her responsibility and expertise is in the arena of cybersecurity and Internet governance, she had headed TWCERT/CC and managed seamless transition for expanding for greater engagement.

Prior to this post, Joy was the Deputy Director General at Cyber Trust Technology Institute of Institute For Information Industry (III).

Joy worked as the Head of APAC Production Engineering for Yahoo! Products and Services, and she was the CTO for Yahoo! at Taiwan, she brings in advance technology for service resilience and scalable system operations.

Joy is also an active participant in the tech policy discussion, involving capacity building and she is the current Vice Chair for MSG at TWIGF in the internet Governance discipline.

Experience and involvement in APNIC activities

During the terms as an elected leader at APNIC, Joy has dedicated and involved with different groups of talents to building the community for a bigger vision, a stronger and harmonized networking group for a better internet.

Joy has led the community with discussion on various topics that ranging from technical topics to governance issues: Internet jurisdiction, CyberNorm formation, how the ongoing efforts, successes, challenges for enhancing routing security, how APAC community are driving the sustainable Internet development, the legal and authorized interception of telecommunications and how law enforcement and ISP interact.

In addition, Joy also conducted discussion topics on ISPs and datacenters addressing the energy efficiency and environment sustainability, explore how multistakeholder participatory internet governance processes that deal with geopolitical conflicts and national regulations. Many of these issues are ongoing as we involved ourselves in the WSIS+20.

While the global internet community are raising the concerns as the needs for a clear criteria for establishment of new Regional Internet Registries (ICP2), Joy and the team brings the veterans and new gens to discuss, openly and transparently sharing the views on where the ICP was formed and the progress on how the ICP2 discussion has been going on, and where it will brings the updated criteria to, and eventually the change to our Internet.

These important discussions are vital to APAC community, as it will impact how internet operates, Joy had to strive the effort to bring the attention from the APAC community which may be delegated responsibility for management of the internet resource that matters to APAC region as well as for global.

For the topics that matters to APAC, Joy was dedicated her role to contribute in this APNIC platform that brings the discussion, the insight from diversify points of views, with the stimulation of the dialog, we are moving APNIC for a new stage with a brighter future, a more collaborated community.

Joy has firm believe in Cooperation SIG:

There are many topics we can bridge between different segments of industries; we can fully utilize this SIG as a platform to expand and to explore further with this Cooperation SIG mechanism.

Recognition on the outreach, promote and evolve for Internet Governance and other important Internet issues , the needs to be address and discuss in an open form that can trigger more participants to represent the multi-stakeholder interests.

Joy has the passion and interest for a free and safe Internet, with Resilience of Security, Managing and Remediation of the Vulnerabilities, etc; these are the most critical issues currently for our forum to discuss and to further structure for a better internet.

The various activities for the communities can bring tremendous values to the internet society; Joy truly believes the benefit in partnership in public sector, private sector and the nonprofit sector. I also believe the cooperation SIG can demonstrate the contribution and value to a better Internet community in APAC.

As an experienced executive with extensive ICT experience from Taiwan, and with the knowledge from working in US at many large firms like IBM and Dow Jones, it is time for Joy to turn these expertise back to the Internet Community in APNIC.

Joy has felt whole-heartedly on bridging the different generations of Internet expertise, especially the younger generations. Together we can shape a better and resilience Internet.
