Experience and involvement in APNIC activities

Over the past 30 years I have been actively worked in the Internet and related area and involved in APNIC related activities in last two decades.

When I took the position as Minister, the former Chairperson of National Communications Commission (NCC) Taiwan from 2016, I was responsible for planning the 5G , IoT and Cybersecurity regulatory framework and development of Taiwan, coordinating the National high level of Security Strategic Project, and also co-working with TWNIC, especially for the DNS, IP and IPv6 issues, for promoting and implementing the Internet Governance and multi-stakeholders model within Taiwan and connect to the APNIC, ICANN, and other Internet International Organizations.

Currently I serve as the Co-Vice Chair, ICANN ASO/AC (reappointed by APNIC and serving until l Dec.2024), the Board director of Dot Asia from Feb. 2023 (I have been Board director of Dot Asia from Feb. 2019 until Feb. 2022) and also the Chairperson, International Affairs Committee, TWNIC. When I work as the Board director of Dot Asia and ICANN ASO/AC in the past few years, I helped the achievements including completing the Governance Documents of DotAsia, processing the collaboration projects with Internet Communities, and accomplished the responsibilities of ASO AC for the election of No.9 seat of ICANN Board and NOM COM as well. Most importantly I have worked with the issue related to ICP-2 together with the ASO AC team.

Nominee statement

It’s my honor and I am very pleased to be nominated for the NRO NC. As you may know, ASO and the NRO are two separate bodies, while they are closely linked, they each have distinct responsibilities. The NRO NC serves as ASO AC within the ICANN structure. It is very important to bridge the relationship between RIRs and ICANN. As I have contributed for all these above affairs and works, I believe my experiences and commitments are suitable and meaningful for the current responsibility for NRO NC.

Reason for nomination

Nicole T. I. Chan currently serves as the Vice Chair of ICANN’s Address Supporting Organization Address Council. In addition to her involvement in ICANN and the Asia Pacific Network Information Centre, she also actively participates in various Internet governance fora, such as the Asia Pacific regional Internet Governance Forum, and ICANN APAC-TWNIC Engagement Forum.

Nicole also currently serves on the board of the DotAsia Organisation and leads the International Affairs Committee of the TWNIC. She is passionate about liaising with regional and global Internet-related organizations to promote the multistakeholder model.

As the former Minister of National Communications Commission, Nocole possesses extensive knowledge about the Domain Name System and the Internet Protocol. She is keen to drive Internet governance initiatives, drawing from her past experiences where she ledprojects on 5G, the Internet of Things, cybersecurity regulations, and national security strategy.
