I have been heavily involved in the Internet in the Asia Pacific region for roughly 30 years, as a consultant, developer, designer, architect, and engineer.
I ran one of the first ISPs in Australia, and have consulted and assisted over 60 internet-based companies over this time.
Some career highlights would be working at Cisco in InfoSec, providing pro bono technical writing services to such projects as VyOS and Vyatta, and I am the author of the worlds most popular VoIP Server, FreePBX.
I currently live in a small town in Central Queensland, Australia, and have been using the skills and knowledge acquired here to assist companies with jumping the 'digital divide' that occurs when SMEs are not in locations that have easy and fast access to the internet

I been active in the Internet community for more than twenty years. Currently employed by Amazon Web Services as Principal supporting the Global Interconnect team. Previously I was employed by Limelight Networks (LLNW) as Sr. Director for Network Strategy and Interconnection (2010-2018). Prior to that I was with Packet Clearing House (PCH) as Senior Internet Analyst (2002-2010) and ran PCH's global anycast DNS platform at more than sixty Internet exchange points around the world.
I have a long record of volunteerism and commitment to the Asia Pacific Internet Community. He have served on the APNIC Executive Council since 2011, and as Chair of the EC since 2016. I also served on the Asia-Pacific Internet Association (APIA), now known as APRICOT/APNOG, Board of Directors during 2004-2011, and as Chair from 2006 through 2009. I was member of the APRICOT Program Committee (2004-2020), and was Chair from 2007 to 2009. Additionally, in 2003 I founded of the South Asian Network Operators Group (SANOG), the regional network operators' forum that has trained hundreds of network engineers and brought the Internet community together in the South Asian Region with thirty-three successful meetings to date.
At APNIC, I have served as the chair of the APNIC Internet Exchange Special Interest Group (IX-SIG) between 2007-2011 and as the chair of APNIC Policy SIG during 2010-2011. I am one of the 14 global Trusted Community Representatives who cryptographically sign the root of the domain name system in ICANN Root DNSSEC Key ceremonies.
In 2001, I founded the Nepal Internet Exchange (NPIX), the first IX in the South-Asian region, and served as its Chairman, pro-bono till 2020. In 2007, we worked together with local colleagues to build the Nepal Research and Education Network (NREN) and served as its Technical Director till 2018. This role brought me closer to various NRENs in the region and increased my understanding of their role in education and on the Internet.During my career, I have spoken and presented at INET, APRICOT, SANOG, APNIC, MENOG, NZNOG, AUSNOG, PHNOG, JANOG, AfNOG, NANOG, ICANN conferences as well as RIPE and LINX Meetings.

I am Gaurab Raj Upadhaya, current Chair of the APNIC Executive Council (EC). In my day job, I am Principal in the Global Network Development Team at Amazon Web Services AS16509. I was re-nominated to the EC election. I accepted the nomination and am now looking for support from the community for their votes. Most of you know that I have been a regular attendee at APNIC members meetings since 2002. This is the 38th Meeting I am attending, this being my 3rd virtual One in about Nineteen years. In the many years of attendance, I have served as a speaker, policy proposer, BoF organizer, IX-SIG Chair, Chair of Policy SIG and as member of the APNIC EC.
This is not a usual year for our community, APNIC members, APNIC staff and the EC. When we were at the Melbourne meeting last year - we didn’t anticipate that we’d go into various lockdowns due to COVID 19. In the past few years, we had focused on strengthening the organization - and all the work done allowed us to continue providing services to our members during the entire pandemic - without downtime. I’d like to continue serving the community and keep continuity for the coming two years - while we navigate our way out of the situation.

I feel honored to be nominated for APNIC EC election. I’ve been working with APNIC community since the beginning. I was APNIC Policy SIG chair. Significant amount of APNIC policies were approved and implemented during my tenure as Policy SIG chair. I was ASO Address Council member from Asia Pacific region since 2001. Three global address policies were successfully implemented during my tenure as the Address Council member. I am enthusiastic about helping the advancement of internet technology. I am the co-author of IETF RFC3743 – IDN administration guideline, which is recognized as a critical element in the global IDN framework.
I am committed to work with the community to advance adoption and deployment of IPv6 and RPKI. The IPv6 adoption ratio of Taiwan had increased to 51.44% in January 2021. The IPv6 RPKI adoption ratio of Taiwan had increased to 97.4% in January 2021. Things happened because many contributors engaged significant effort and time on this matter. As I accept the responsibility, I also commit myself to serve the community and make APNIC as an exemplary number registry to carry out APNIC’s mission.

I am honored to be nominated again as an APNIC EC candidate.
I have a strong operational background with technologies such as DNSSEC, IPv6, and RPKI. I am also familiar with various communities in the APNIC region through capacity building activities. Once elected, I would like to ensure APNIC continues to improve its stable services. As a number resource registry, registration services are the critical and essential function of APNIC. We have a more operational dependency on APNIC nowadays. RPKI and DNSSEC are good examples of that. APNIC is acting as an intermediate authority while verifying the digital signature of resources.
We need patient and robust leadership to deploy new technologies such as IPv6, DNSSEC, and RPKI. Since each operator has a different policy and deployment, I would ensure APNIC continues to provide efficient educational opportunities and pieces of training to its community so that members can design their adoption of new technologies.
I'll continue to attend various operational meetings (hopefully physically soon) and discuss with communities what is necessary for APNIC to meet members' expectations.

Yoshinobu Matsuzaki-san has contributed significantly to the Internet community in the Asia Pacific Region. I have witnessed Maz-San’s leadership and commitment not only limited to Asian community, but also in ARIN & RIPE region.
Matsuzaki-san is a senior engineer by profession at Internet Initiative Japan Inc.(IIJ/AS2497), a pioneering commercial ISP in Japan. He has a decade of experience in network operation as part of the IIJ backbone network team. His areas of expertise include network design, network operation, network security, and DNS.
He is also the director of APIA and JPCERT/CC. Throughout his long engineering career Maz-san participated actively as a community member of APNIC and JPNIC. For last 3 years he is also serving as a Board of Trustee for JPNIC. He is actively leading JANOG for last 7 years. Maz-San’s leadership role in Asia & Pacific Internet Association made "APRICOT" an truly the biggest technical event in Asia.
He is an extremely effective spokesman for Asia and in the international community for network engineers. He has given numerous talks at bdNOG, SANOG, btNOG, APRICOT, JANOG, NANOG, RIPE, and APNIC meetings, as well as other workshops.
Yoshinobu Matsuzaki is eminently qualified, and is the best person for the role. Without any doubt he is an ideal candidate for APNIC EC.

I am in charge of the operation management of Internet resources including DNS and IP address for years, taking the lead in the planning and construction of national domain name global service platform, and the deployment of IPv6 and RPKI. I actively promoted the introduction and deployment of root server instances in China.
I’ve been keeping focused on DNS, IPv6 and DNSSEC since I began to work. I led the team to implement several important projects in China, like "IPv6 upgrade of China's domain name system". I am also engaged in the research on the key issues related to DNS, IPv6 and DNSSEC for quite a long time, with some papers published like "DNS Compatibility to IPv6 Protocol" and being invited to give keynote speech at industry symposium and technical seminars.
Now I am devoting myself to IPv6 and RPKI by taking use of CNNIC’s technical resources as well as the wide cooperation with the network operators and Internet companies in China, by organizing IP address alliance conferences, IPv6 seminars and trainings for many times in different cities around China, to further enhance the breadth and depth of China's participation in APNIC community.

I bring with me more than 35 years of rich experience having worked in all realms of Indian Telecom Sector i.e. as an official in Department of Telecommunication, Government of India and Telecom Regulatory Authority of India (TRAI) (the sectoral regulator), in private sector leading Regulatory affairs department of a leading Telecom Service Provider and as an office bearer and on board of leading Industry Associations. I have worked extensively on influencing policy changes with analysis of global policies and practices. In my career I have dealt with policy formulation on technology, public policy, strategic initiatives, telecom regulatory affairs, licensing guidelines, telecom litigation, security related matters etc, which has contributed to the growth of telecom sector and Industry and has brought significant value to my current organisation.
I have been associated with prestigious Industry bodies like Internet Service Providers Association of India (ISPAI) wherein for past four years, I have held various positions in the Executive Council and currently working as Secretary of ISPAI. I am also on the board of the National Internet Exchange of India (NIXI), India’s leading Internet Exchange body. I have been actively contributing to the major industry issues ranging from levy of License fees, Right of Way policy, ease of doing business, licensing framework, Interconnection Usage Charges (IUC) etc. Apart from handling policy related issues, I have been entrusted by ISPAI to handle all the important litigation before various legal fora, wherein under my guidance ISPAI has successfully won major litigation on license fees issues impacting the entire industry.
As far as my contribution as Regulatory Head of my current organization i.e. Tata Communications Ltd. goes, I have been guiding Enterprise Business Team in devising innovative products and services under telecom licenses with the beneficial analysis of Telecom Regulatory guidelines. I have played strategic role in handling all regulatory disputes before Hon’ble Telecom Disputes Settlement and Appellate Tribunal (TDSAT) which is the tribunal exclusively adjudicating litigations concerning telecom and broadcasting and various courts successfully for the Company. Significant among them were multiple litigation challenging levy of penalty passed by Department of Telecommunications (DoT); against TRAI regulation of Cable Landing Station access facilitation charge having business impact of more than Rs.350 crores; case against DoT on levy of license fee on internet services revenues. All regulatory compliances relating to TRAI, DOT are being handled under my guidance and till date not even single non-compliance has been reported. Lastly, I am also responsible to do the regulatory advocacy with all regulatory bodies and Government departments at HQ as well as Circle levels, TRAI, WPC, TEC and TERM cell field units, Department of Information Technology and Ministry of Information and Broadcasting.
In my experience of 35 years, I have been part of the evolution journey of the telecom in terms of technology, market structure, tariffs, regulations etc., which will enable me to work with other members to strategize regarding advocating with government and other stakeholder towards framing policies enabling open communications and thereby contributing towards development and faster growth on the internet in Asia Pacific region. I will work closely with other members of the council for the developing positions on common issues for external world in accordance with the best interests of the APNIC and Its members. I will work towards strengthening ecosystem for the development of procedures, mechanisms, and standards to facilitate efficient allocation of the internet resources. Further, I would be able to disseminate technological advancements and policy developments of the sector to further augment the knowledge and understanding of the APNIC members.

I, myself, Md Shuzanur Rahman (sujon), Founder & CEO of Matrix Corporation and Chairman of KARSAN Net, is seasoned and motivated IT professional, specializing bringing value to the clients fostering positive relations among the associates.
I was born in a sunny day at 1st January 1983 in the village of Sonakur under Gopalgonj District. After passed my Secondary School Certificate (1997) at S.M. Model Govt high school, Gopalgonj, I came to Dhaka and admitted myself at Dhaka residential Model College (DRMC) and successfully passed higher secondary Certificate (1999). My Graduation (BSc) and Post Graduation (MSc) are completed from University of Dhaka under the Department of Geography and Environmental science in the year of 2004 and 2005 respectively.

With the rapid growth in technologies, fast internet access, increase in accessibility, artificial intelligence capability and now INTEROPERABILITY in services, the need to open collaborate and contribute to a stable and secure Internet is paramount for the Asia Pacific Region especially in our Bangladesh. Above this regards, I feel proud and honored to be nominated for APNIC (Asia Pacific Network Information Center) Executive Committee (EC) Election.
I hope to continue my trac record and active participation of Internet Governance Policy, Process and Development as well as Internet Ecosystem in the world and related Information Technology (IT) will make an excellent leadership future in the worldwide for BANGLADESH.

Since the early year of Bangladesh's Internet Development, he contributed a great to build up a better Environment in Bangladesh. Because of his positive views towards life and experiences, he has been invited to take up leading roles in many Internet Technology and Policy organizations including ICANN, IGF, ISOC, ITU, IANA, APNIC etc and as well as in Bangladesh ISPAB, CCOAB, IT Polly, BDIX, BDNOG etc.
The last APNIC 50 NRO NC Election, Mr. Sujon was the only one successfully nominated candidate represent Bangladesh.
