Congratulations to Shubham Saran on his election to the NRO NC. He will serve a two-year term of office, starting on 1 January 2021 and ending on 31 December 2022.

Anybody may nominate any person as a candidate.

Who can be nominated?

Any individual residing within the Asia Pacific region may be nominated, with the exception of staff members of any Regional Internet Registry (RIR). Self nominations are permitted. The successful nominee will be elected to serve on the NRO NC/ASO AC for 2 years from 1 January 2021 to 31 December 2022

Experience and involvement in APNIC activities
Currently Representing Vanuatu for Cyber Security Matters, Issues, and ICT matters which involves Telecommunications, IPs and Networks. Much of my collaboration involves Research and Development and technical assistance to Vanuatu and the region. I have been a presenter in APNIC workshops and Conferences and work or collaborate with APNIC on Cyber Security and Network Training. I was also nominated to be part of community trainers and awaiting response from APNIC.

Nominee statement

I believe my inclusion into the NRO Number Council will provide a voice for the Pacific region, especially the Island States. With the rapid growth in technologies, fast internet access, increase in accessibility, Artificial Intelligence capability, and now "Interoperability" in services, the need to openly collaborate and contribute to a stable and secure Internet is paramount.

The Asia and Pacific region caries a lot of IPs and faces alot of challenges and cyber-threats which is always a concerning matter required to be addressed at a higher level. I believe, my inclusion into the NRO Number council will be very crucial with the experience and existing stakeholders that I can represent in the region.

Finally, my time and commitment to the NRO Number Council represent not only myself, or my Country but the entire region especially the Pacific island States/nations. I hope to collaborate more on ensuring an open, secure Internet, as I value what NRO Number Council and what it stands for.

I am an attorney at law and Industrial Consultant, Vice Chairperson of Digital Transformation Association, Board Director of Industrial Technology Research Institute, Advisor of TWNIC and Board Member of DotAsia as well as many distinguished positions in the areas of cyberlaw and technology.

I have also been serving a frequent panellist and moderator for conferences and meetings around the world. I was invited by Cooperation SIG of APNIC to serve a panellist for the topic “Internet Jurisdiction: Emerging Issues and Way Forward” at APNIC 48 and Topic “Cyber Norm Evolution” at APNIC 49. I was exploring a variety of topics and issues from the perspective of law to further understand what we have experienced both from technology and cyberlaw.

Previous roles have included Chairperson of National Communications Commission of Taiwan, Director of Nankang Software Incubator, Director General of Science & Technology Law Institute (STLI), Institute for Information Industry (III). All of those mentioned above involve deeply with the areas of my expertise including Intellectual Property Law, Telecommunication Regulations and Policy, Internet Jurisdiction and Policy, Internet Governance, Cybersecurity Governance, and ICT.

I have been dedicating to the convergence of Information communication regulations in digital convergence and transformation in Taiwan. With the speedy advancement of the digital informational technology and wide use of the Internet, digital convergence trend has made various industrial regulations move on to regulatory convergence. Internet service provider and various users will face many challenge issues from the industrial and regulatory convergence. I have been the main promoter to contribute my comprehensive knowledge on law, policy, telecommunication, and the Internet in Taiwan both to public and private sectors at the turning point.    

ICANN is the international organization governed by the stakeholders from the world with the model of Multi-stakeholders to seek and support broad, informed participation reflecting the functional, geographic, and cultural diversity of the Internet at all levels of policy development and decision-making to ensure that the bottom-up, multi-stakeholder policy development process is used to ascertain the global public interest and that those processes are accountable and transparent that is the core value of the ICANN becoming my very motif to support myself submitting the application for the seat on the Number Resource Organization Number Council (NRO NC) from the APNIC region.

Reason for nomination

Ms. Chan is Vice Chairperson of Digital Transformation Association and Board Director of DotAsia, and also takes many distinguished positions in the areas of law, Internet and technology. Ms. Chan’s areas of expertise include international cyberlaw and jurisdiction, internet governance, cybersecurity, and intellectual property law, making her an excellent candidate to offer academic knowledge to the Internet Protocol (IP) numbers Community of Asia Pacific. Especially, she has been dedicating to the promotion of law-making on Digital Convergence Regulations in Taiwan so that she has consolidated her highest level of understanding on the Internet-based industries.

When she took the position of Chairperson of National Communications Commission, NCC Taiwan, Ms. Chan was responsible for planning the 5G and IoT regulatory development of Taiwan, coordinating the National high level of Security Strategic Project, and also co-working with TWNIC for promoting and implementing the Internet Governance and multi-stakeholders model within Taiwan and connect to the APNIC, ICANN, and other Internet International Organizations.

I have experience of 31 years in multi functional roles in Technical, Business Development, Operations, Finance, Corporate and Legal Affairs. In my current assignment as Senior VP with World Phone Internet Pvt Ltd, a company I have been associated with for last 25 years, I have gained valuable experience in setting up Internet networks and their management. I am on the Executive Council of Internet Service Providers association of India which gives me the opportunity to contribute and gain experience at a national level. I am also a elected member of the board in National Internet Exchange of India (NIXI) which is Registry of .IN, India’s Country Code Top Level domain (ccTLD) and RIR for number resources.

I have gained all round adequate experience in the fields of Internet Network setting up and Management, running of an Regional Internet Registry for number resources and Domain Name Registry Services .My regular participation in APRICOT, APNIC, SANOG, INNOG and other meetings in the Asia Pac Region gives me the knowledge to understand and analyze the issues effecting our region. I am fluent in spoken and written English which allows me to put across my views in any international meeting. Venkata Ramanan is a senior professional with over 31 years of rich and multi-functional experience in, B2B sales, Business Management, Finance, Corporate & Legal Affairs. Graduated with honors from Delhi University he also has a Diploma in Computer Science and Post Graduate diploma in Advertising and Public Relations.

Venkata Ramananis in an Executive Council Member of the Internet Service Providers Association of India (ISPAI) for the last four years and also has been nominated as chairman for the Committee on Policy. He has been Directors of National Internet Exchange of India (NIXI). His working with the above two organizations has given him deep insight into the workings of Internet, operational, technical, legal and also on regulatory issues relating to running and management of Internet Exchanges. He is also the member of Internet Society of India Delhi chapter.

Presently Venkata Ramanan is working as a Senior VP with World Phone Internet Services Pvt Ltd and have been associated with this group company for the last 25 years. Shubham Saran is working as General Manager with National Internet Exchange of India (NIXI) and has been managing the National Internet Registry - IRINN, ccTLD Registry - .IN & .Bharat and the Internet Exchange operations. Before NIXI, he has been associated with leading Telecom operators of the country.

While managing NIR operations at NIXI, he has been closely working with APNIC and the community to understand the Policy development process, its implementation and impact on the end users. He has been regular participant at APNIC meetings and presented at APIX, NIR SIG.

He has also actively contributed as Member of some of the committee’s in the country on issues
like IPv6 transition in India, Root Server etc. He is also actively involved in NIXI’s integral role in the Internet Governance by supporting events like INNOG (Indian Network Operators Group),SANOG, inSIG (Indian School of Internet Governance) etc.
As NIR, have been completely involved with:

  • Allocation of Internet resources aligned with APNIC/Global Policies

Nominee statement

In my almost two decades of experience with Internet at the Industry level and with NIXI where I am currently in charge of the National Internet Registry - IRINN, ccTLD Registry - .IN & .Bharat and the Internet Exchange operations, I have gained deep understanding of both names and numbers aspect of the Internet. During my tenure with NIXI, I have gained all round experience of the technical, policy and business facets of the internet.

At Internet Exchange, I have played a key role in expansion of the exchange along with the policy amendment allowing content providers to peer with NIXI.

At Asia Pacific level, .IN Registry is among the top three ccTLD Registries and it continues to grow and contribute to the Digital India initiative. Now Internationalized Domain Names (IDNs) in all 22 official Indian languages are available, enabling internet in vernacular languages. During the migration of TSP, I was instrumental in the IANA coordination to make it a success. I have also been part of the Program and organizing committee during ICANN57 Hyderabad and continue to contribute to the community by being part of the committees not only in the country but other countries as well.

I have been involved completely with NIR/IRINN operations which is aligned with APNIC policies and it gives me an opportunity to interact with other NIR representatives, APNIC and ICANN community.

Asia Pacific is at the helm of internet with next wave of the internet users coming from this part of the world. APAC is a combination of multiple countries, regulations, cultures and backgrounds, but we have always act in unison to address the common challenges. With my experience I will continue to contribute to support the entire APAC Community to achieve the objective of - ‘A global, open, stable, and secure Internet that serves the entire Asia Pacific community’.

Mr. Shubham Saran as the General Manager of NIXI has been an active member of the APNIC and the Internet Community. He is a regular participant in various events like APNIC/APRICOT, SANOG, APTLD & ICANN. He has been managing the business development and operations at National Internet Exchange of India (NIXI) for Internet Exchange, .IN Registry and the NIR efficiently and successfully and is therefore well aware of the NIR and ccTLD operations and infact the whole internet eco-system. In his role he is responsible for the Numbers and Names allocation and policy at the National and International level. He has been instrumental in the proliferation of IPv4 and IPv6 across the country.
