 'Site' definition of IPv6 address allocation

At last APNIC Open Policy Meeting in Brisbane, IPv6 address allocation size was discussed, and there was a rough consensus to use fixed /48 boundary for a site. However, there is no clear definition of 'end- site' and some ISPs (sTLA holders) have difficulties to decide assignment policy for their customers. In this presentation, we'll propose some idea of end site definition.
