Private Information Handling at APNIC Database

Abstract

JPNIC developed its policy for handling the privacy information. During the consideration toward this policy, JPNIC analyzed what information should be provided on the whois database. Consequently, postal address and phone number for the holder organization and its administrative POC are to be hidden while those of technical POC stays exhibited.

This policy allows whois database to accomplish its purpose while it protects the privacy information.

This presentation will introduce the policy JPNIC developed and suggest APNIC to implement its policy for handling the privacy information like as JPNIC's.

What is the problem

Dedicated Internet connectivity service is now easily available for residential users. On the other hand when person/organization is assigned IP address, the Information about the assignee have to be registered in whois database and be published to the Internet so that the operators can have a contact to the assignee when its network is in trouble and doesn't work.

Thus, private information like as postal addresses and phone numbers of the residential users are exhibited to the Internet. There occurs "Private Information Issues" this way.

Cases in JPNIC

JPNIC, the Japanese registry for IP numbers and JP domain names, has several assignees who has been encountered some private information problem. Now JPNIC stops, Ad-Hoc, exhibit of fields of privacy by certain specific requests/claims if it meets the criteria.

Making the Policy for Private Information Handling

After several ad-hoc process for closure of private information, JPNIC started to develop its policy for Private Information Handling. The process is shown below.

  1. Clarify the purpose of exhibition of whois database, enabling Operators on the Internet to have a contact to the assignee's point-of-contact when outage occurred in the assignee's network
  2. Restrict the items to exhibit to those which meet the purpose

JPNIC's Policy is soon being available on the JPNIC's web site.
